Selling cosmetics in Poland: the market, the rules and the trade fairs
Poland is the EU's fifth-largest cosmetics market and a large exporter: in 2025 it exported 5.9 billion euros of cosmetics and toiletries and imported 4.7 billion. Türkiye is a small supplier, with 0.4% of Polish imports, strongest in soap and in shaving, deodorant and bath products. Every cosmetic sold in Poland needs a responsible person in the EU, a notification in the EU's CPNP portal and a Polish label. The main fairs are BEAUTY FORUM in Warsaw and LOOK & beautyVISION in Poznań.

The Polish cosmetics market in figures
Poland is the fifth-largest cosmetics market in the EU, worth 5.8 billion euros in 2024, and the world's ninth-largest cosmetics exporter, with about 4% of global exports (PAIH). More than 1,300 companies make cosmetics and toiletries in Poland, and 74% of the cosmetics companies there are Polish (PAIH).
Poland sells more cosmetics abroad than it buys: exports of essential oils, perfumes, cosmetics and toiletries (HS chapter 33) reached 5,864 million euros in 2025, against imports of 4,669 million, which grew 14.7%. Germany, Czechia, the United Kingdom, Ukraine and France are the largest buyers of Polish cosmetics (Eurostat). On the import side (Eurostat):
| Product group (HS code) | Polish imports in 2025 (million euros) | Largest suppliers |
|---|---|---|
| All cosmetics and toiletries (33) | 4,669 | Germany, France, Netherlands |
| Skin care and make-up (3304) | 2,050 | Germany, France, South Korea |
| Perfumes (3303) | 768 | Netherlands, France, Czechia |
Imports of skin care and make-up grew 35% in 2025, and South Korea became their third-largest supplier, at 230 million euros. For goods arriving from another EU country, Eurostat records the country they were shipped from, not where they were made (Eurostat, Eurostat).
Where Turkish cosmetics stand in Poland
Poland is not yet a large market for Turkish cosmetics. Polish import records show 19.5 million euros of Turkish cosmetics and toiletries in 2025, up from 15.4 million in 2022, which is 0.4% of Poland's imports and 23rd place among suppliers (Eurostat). Türkiye's cosmetics exports reached 1.34 billion US dollars in 2022, led by Iraq, the United States and Russia; Poland was not among the 15 largest markets (Ministry of Trade). The Turkish lines that do reach Poland (Eurostat):
| Product (HS code) | Türkiye's share of Polish imports, 2025 | Türkiye's rank among suppliers |
|---|---|---|
| Soap and washing preparations (3401) | 4.4% | 7th |
| Shaving, deodorant and bath products (3307) | 2.2% | 12th |
| Perfumes (3303) | 0.5% | 11th |
| Hair preparations (3305) | 0.3% | 25th |
| Skin care and make-up (3304) | 0.2% | 25th |
| All cosmetics and toiletries (33) | 0.4% | 23rd |
Turkish soap sales to Poland grew from 9.7 to 13.3 million euros in 2025, and shaving, deodorant and bath products from 6.8 to 8.8 million (Eurostat). Trade also runs the other way: Poland sold 94.1 million euros of cosmetics to Türkiye in 2025 (Eurostat), and it was Türkiye's ninth-largest source of cosmetics in 2022 (Ministry of Trade). Polish beauty fairs are therefore also a place for Turkish importers and distributors to find suppliers.
Rules for selling cosmetics in Poland
- Customs: cosmetics are industrial goods, so they move from Türkiye to Poland under the EU–Türkiye customs union without customs duty (European Commission).
- A responsible person in the EU: a cosmetic product may be placed on the EU market only if a person established in the EU is designated as its "responsible person". For imported products this is the importer, who may designate another EU-based person by written mandate (Regulation 1223/2009).
- Before the first sale: the responsible person needs a cosmetic product safety report, keeps a product information file for ten years after the last batch was placed on the market, and notifies the product in the EU's free CPNP portal; products with nanomaterials are notified six months earlier (Regulation 1223/2009, European Commission).
- Labels in Polish: cosmetics sold in Poland must be labelled in Polish. The product information file may be in Polish or English, but part B of the safety report must be in Polish (Polish Act on cosmetic products). The label shows, among other things, the responsible person's name and address, the country of origin of imported products, the nominal content, the date of minimum durability or period after opening, the batch number and the list of ingredients (Regulation 1223/2009). In its 2022 checks, Poland's Trade Inspection challenged about 38% of the batches it examined, and a further 116 batches for missing Polish labelling (UOKiK).
- Ingredient rules that change soon: products that do not meet the new fragrance-allergen labelling rules could be placed on the market only until 31 July 2026 and may be sold until 31 July 2028 (Regulation 2023/1545). New conditions for several substances apply to products placed on the market from 1 January 2027 (Regulation 2026/909). Microplastics are being phased out: rinse-off products from 17 October 2027, leave-on products from 17 October 2029, and lip, nail and make-up products from 17 October 2035 (Regulation 2023/2055).
