Selling building materials in Poland: the market, the rules and the trade fairs

Poland completed 208,800 dwellings in 2025, and official bodies name EU funds, transport programmes and Ukraine's reconstruction as drivers of demand. Türkiye is Poland's second-largest supplier of aluminium profiles and fifth in aluminium overall, while its sales of ceramic tiles and steel structures have fallen. Construction products covered by a harmonised European standard need a declaration of performance and the CE mark. The main fair is BUDMA in Poznań in January; near Warsaw, Ptak Warsaw Expo holds Warsaw Build Week in November and Warsaw Home Build in October.

The Polish construction market in figures

Construction value added grew 1.7% in real terms in 2025, after a 5.8% fall in 2024 (GUS). Construction and assembly output rose 0.7% in 2025: specialised construction work grew 10.4%, while building construction fell 2.1% and civil engineering 3.1% (GUS). In the first nine months of 2026, output was 4.7% lower than a year earlier (GUS).

Housing is steadier. Poland completed 208,800 dwellings in 2025, 4.3% more than in 2024 (GUS), and in January–September 2026 completions rose 3.1%, starts 4.5% and building permits 12.3% (GUS). The Turkish Ministry of Trade says housing demand is strongest in Warsaw and its surroundings, Poznań, Łódź and Wrocław, that infrastructure makes up about 30% of the sector, and that Poland expects 72.7 billion euros of EU cohesion funds for 2021–2027 (Ministry of Trade). Ukraine's reconstruction will need more than 580 billion US dollars over the next decade, according to the World Bank President, quoted by the Polish trade agency (PAIH).

Poland's imports of the main building-material groups in 2025 (Eurostat):

Product group (HS chapter)Polish imports in 2025 (million euros)Change on 2024
Articles of iron or steel (73)9,034+21%
Aluminium and articles (76)6,298+5%
Wood and articles of wood (44)2,175+4%
Glass and glassware (70)1,7330%
Ceramic products (69)1,129+6%
Articles of stone, plaster and cement (68)980+4%
Stone, lime and cement (25)924+3%

Poland is a strong producer too: it exports more steel articles, ceramic products and glass than it imports, and is a net importer of aluminium (Eurostat). Germany leads its imports in most building lines; ceramic tiles come mainly from India, Italy and Spain, and sanitary ware from China. For goods arriving from another EU country, Eurostat records the country they were shipped from (Eurostat).

Where Turkish building materials stand in Poland

In Turkish statistics, aluminium is Türkiye's strongest building-material line in Poland: 382 million US dollars in 2025. Aluminium bars and profiles grew 35.4% to 127 million US dollars, plates and sheets 15.1% to 106 million and foil 24.7% to 103 million. Articles of iron or steel came to 199 million US dollars (Ministry of Trade). Turkish contractors are active in Poland too: 72 projects worth about 10.1 billion US dollars, according to the Trade Minister (Ministry of Trade).

Polish import records show where Turkish suppliers stand (Eurostat):

Product (HS code)Türkiye's share of Polish imports, 2025Türkiye's rank among suppliers
Aluminium foil (7607)17.5%1st
Refractory ceramic goods (6903)18.0%1st
Aluminium bars and profiles (7604)18.1%2nd
Safety glass (7007)13.3%3rd
Aluminium tubes (7608)8.5%4th
Aluminium and articles (76)5.5%5th
Steel tubes and hollow profiles (7306)4.2%5th
Glass and glassware (70)3.0%7th
Ceramic products (69)2.2%9th

Some lines have shrunk. Türkiye was Poland's fourth-largest supplier of ceramic tiles in 2022 with a 5.1% share, and seventh with 1.0% in 2025. It was third in steel structures in 2023, with 10.6% of Polish imports, and twelfth with 0.9% in 2025 (Eurostat).

Turkish export figures (in US dollars) and Polish import figures (in euros, by country of origin for goods from outside the EU) are separate series and do not match exactly.

Rules for selling construction products in Poland

  • Declaration of performance and CE marking: a construction product covered by a harmonised European standard or a European Technical Assessment needs a declaration of performance from the manufacturer, and the CE mark is affixed after it. Only such products may carry the CE mark (European Commission).
  • A new Construction Products Regulation, with a long transition: Regulation (EU) 2024/3110 has applied since 8 January 2026, but a product covered by a standard cited under the old Regulation (EU) No 305/2011 still follows the old rules. A product family moves to the new rules only once a new harmonised standard is cited (Regulation 2024/3110, European Commission).
  • What the new rules add: declarations of environmental characteristics based on life-cycle assessment and, product family by product family, a digital product passport carrying the declaration of performance and conformity (European Commission).
  • The Polish construction mark: products outside harmonised standards may be sold in Poland with the national construction mark (the "B" mark), based on a national declaration of performance against a Polish Standard or a national technical assessment (Budowlane ABC). The importer must supply the declaration, safety information and instructions in Polish (Budowlane ABC).
  • Customs and carbon rules: most building materials move under the EU–Türkiye customs union without customs duty, with an A.TR certificate. Coal and steel products of the former European Coal and Steel Community (ECSC) follow a separate free trade agreement and travel with an EUR.1 certificate instead (European Commission, Ministry of Trade). Importers of cement, steel and aluminium products, including profiles, tubes, structures and foil, must be authorised under the EU carbon border mechanism and buy its certificates, which go on sale on 1 February 2027; an importer that brings in no more than 50 tonnes of such goods a year is exempt (European Commission, Regulation (EU) 2025/2083).

For the customs union, origin documents and CE marking in general, see exporting to Poland.

The construction fairs that matter

BUDMA in Poznań is the audited leader; the Warsaw fairs at Ptak Warsaw Expo publish few figures. Audited figures come from the Polish Chamber of Exhibition Industry (PIPT), the Warsaw Home & Contract figures from its organiser (Ptak Warsaw Expo).

The dates come from the organisers (BUDMA, ReBuild Ukraine, Warsaw Build Week, Warsaw HVAC Expo, AUTOSTRADA, Warsaw Home Build). ReBuild Ukraine is a meeting point for reconstruction projects in infrastructure, industry, energy and housing.

For Turkish companies, BUDMA and ReBuild Ukraine are on the Ministry of Trade's 2026 lists for both national group stands and individual stands, Warsaw HVAC Expo was on the 2026 list for individual stands, and the Warsaw Home fairs had one combined entry (Ministry of Trade). The 2027 lists had not been published by October 2026; see our guide to Ministry of Trade support for fairs in Poland. Every construction fair we list is on our construction and architecture fairs page.

Who you meet at these fairs

  • BUDMA: in 2025, distributors were 34% of visitors, tradespeople and contractors 30%, investors and general contractors 16%, architects 12% and producers 7%. Among visitors from abroad, the largest groups came from Germany, the Baltic states, Scandinavia and Czechia (Grupa MTP).
  • AUTOSTRADA: the organiser says 73% of visitors to the 2026 edition came from business (Targi Kielce).
  • Warsaw Home & Contract: about 80% trade visitors, such as architects, designers, investors, distributors and showroom owners (Ptak Warsaw Expo).

Distributors and contractors are the main buyers at BUDMA, so bring the declarations of performance and technical sheets they will ask for in Polish, with English copies for foreign visitors.
