Selling medical and dental products in Poland: the market, the rules and the trade fairs

Poland spent 66.8 billion euros on health care in 2024, 7.8% of its GDP, and its imports of the main medical device groups grew 9% to 3.7 billion euros in 2025. Poland also exports more devices than it imports. Türkiye has less than 0.5% of Poland's device imports but is third in breathing appliances and sold 70 million euros of medicines there in 2025. The main general medical fair is Warsaw Medical Expo, and the main dental fairs are KRAKDENT in Kraków and Warsaw Dental Medica Show.

The Polish medical market in figures

Poland's current health expenditure was 66.8 billion euros in 2024, up from 37.6 billion in 2021, and rose from 6.5% to 7.8% of GDP over those years; public and compulsory schemes paid 76.9% of it and households 16.6% out of pocket (Eurostat). At the end of 2024 Poland had 888 general hospitals with 159,878 beds, and 229,441 beds in all hospitals (GUS).

The Turkish Ministry of Trade expects demand to grow for advanced diagnostic equipment and kits, equipment for minimally invasive surgery, patient monitoring, cardiology and oncology devices, products for elderly care and infection prevention (Ministry of Trade). Poland's imports of medical goods in 2025 (Eurostat):

Product group (HS code)Polish imports in 2025 (million euros)Change on 2024
Medicines in doses (3004)8,337+16%
Medical, surgical, dental and veterinary instruments (9018)2,015+17%
Orthopaedic appliances, implants and hearing aids (9021)1,040−5%

X-ray and other radiation equipment (9022)311+11%
Therapy, massage and respiratory therapy appliances (9019)184+6%
Medical, surgical and dental furniture (9402)99+20%

Germany and the Netherlands are the largest suppliers of medical instruments, with China third; the Netherlands leads in orthopaedic appliances and implants (Eurostat). For goods arriving from another EU country, Eurostat records the country they were shipped from, so Dutch and Belgian figures can include goods made elsewhere (Eurostat). Poland is a device maker too: in 2025 it exported 4.5 billion euros of the main device groups against imports of 3.7 billion (Eurostat), and Germany and the United States are its largest buyers of medicines and devices (PAIH).

Where Turkish medical suppliers stand in Poland

In Turkish statistics, Poland was the seventh-largest market for Turkish pharmaceutical exports in 2025, at 64.2 million US dollars, up 6%. The Ministry gives no Poland figure for medical devices (Ministry of Trade), and the Warsaw commercial counsellor lists medicines among the ten Turkish products with potential in Poland (Ministry of Trade). Türkiye's shares of Polish imports in 2025 (Eurostat):

Product (HS code)Türkiye's share of Polish imports, 2025Türkiye's rank among suppliers
Breathing appliances and gas masks (9020)13.3%3rd
Other dental fittings (9021 29)2.5%7th

Medical, surgical, dental and veterinary instruments (9018)0.3%25th

Across the main device groups, Poland imported 15.7 million euros from Türkiye in 2025, 0.43% of the total, while it sold 84.8 million euros of devices to Türkiye. The third place in breathing appliances is in a small market of 28.9 million euros (Eurostat). The Ministry of Trade names price and niche products as the first condition for entering the Polish market, then local service and spare parts, then quality (Ministry of Trade), and its market entry support covers the cost of registering devices abroad, including the steps required under the EU rules (Ministry of Trade).

Turkish export figures (in US dollars) and Polish import figures (in euros, by country of origin for goods from outside the EU) are separate series and do not match exactly.

Rules for selling medical devices in Poland

  • Customs: medical devices are industrial goods and move from Türkiye to Poland under the EU–Türkiye customs union without customs duty (European Commission).
  • CE marking: medical devices must meet the Medical Devices Regulation, which has applied since 26 May 2021; in vitro diagnostics fall under a separate regulation (Regulation 2017/745, Regulation 2017/746).
  • Devices certified under the old directives: they may still be placed on the market until 31 December 2027 for class III and most class IIb implantable devices, and until 31 December 2028 for other class IIb, class IIa and sterile or measuring class I devices, if the manufacturer applied to a notified body by 26 May 2024 and signed an agreement by 26 September 2024, among other conditions (Regulation 2017/745, European Commission).
  • Manufacturers in Türkiye: under the EU–Türkiye customs union, the EU medical device rules treat the customs union as one territory, so a manufacturer established in Türkiye needs no authorised representative in the EU, and the certificates of Turkish notified bodies are recognised (European Commission, TİTCK). The company that sells the device in Poland checks the CE marking, the declaration of conformity, the labelling and the unique device identifier (Regulation 2017/745).
  • EUDAMED: since 28 May 2026 the first four modules of the EU medical device database are mandatory: actor registration, device registration, notified bodies and certificates, and market surveillance (European Commission).
  • Polish language: devices for lay users need labels and instructions in Polish or in harmonised symbols. For devices used by professionals, labels and instructions may be in Polish or English, but information for the patient must be in Polish (Medical Devices Act).
  • Distributors in Poland: a distributor that first makes a device available in Poland must register with the Office for Registration of Medicinal Products, Medical Devices and Biocidal Products (URPL) and enter each device within 7 days of first bringing it into Poland (Medical Devices Act).
  • Dental amalgam: its import into the EU has been banned since 1 July 2026, except where a dentist deems it strictly necessary for a patient's specific medical needs (Regulation 2024/1849).

On 16 December 2025 the European Commission proposed a targeted revision of the medical device rules; in October 2026 it was still a proposal before the European Parliament and the Council (European Commission). For public tenders, origin documents and CE marking in general, see exporting to Poland.

The medical and dental fairs that matter

Most of Poland's medical fairs are held at Ptak Warsaw Expo near Warsaw, with dentistry also strong in Kraków. Audited figures come from the Polish Chamber of Exhibition Industry (PIPT 2025, PIPT 2024); the 2026 figures for the Ptak fairs are the organiser's (Warsaw Medical Expo, Warsaw Dental Medica Show).
